To amend section 620 of the Foreign Assistance Act of 1961 to suspend, in whole or in part, economic and military assistance and certain sales to any country which fails to take appropriate steps to prevent narcotic drugs produced or proceeded, in whole or in part, in such country from entering the United States unlawfully, and for other purposes.
