Congresswoman Dwyer's Report to the People of her district, a newsletter sent to her constituents in New Jersey, about how there were delays in completing the three major legislative objectives earlier in the year. That there should have been more emphasis on passing necessary legislation before presidential election years which has not been deemed reliable in rationally considering legislation.
