Congresswoman Dwyer's Report to the People of her district, a newsletter sent to her constituents in New Jersey, about how the government had failed the public in protecting them from the effects of natural disasters like flooding. North Jersey was one of the affected by the natural disaster. Dwyer talks about funding the cleanup and being properly prepared for flood control.
