Dwyer, congresswoman of New Jersey, responds to an editor of a national dog magazine about appropriations dealing with animal experimentation legislation after the editor's original letter had been sent to Representative Peter Frelinghuysen Jr. Frelinghuysen forwarded the letter to Dwyer.
